The arrival form is free on the official portal. If you’re at home with time, a laptop and your passport in front of you, that’s a perfectly good way to do it.
$49 USD is for the other situation: you’re in transit or already in the arrivals hall, on a phone and a patchy connection, and you can’t afford to find out at the counter that something was entered wrongly. We turn the form into plain questions, check every answer against what’s required before it’s sent, and keep you posted by email.
